I like this book very much. It is very thorough and comprehensive regarding needs assesment.

It gets a 3 because it is full of in rank but no more because it is a dense and dreary text. Reading the postscript a few times helps place it in perspective but that is no use instead for excellent editing. The “matter-of-fact guide” subtitle is not apt.
